My wife and I had a pleasurable lunch overlooking the beach, and I'd highly recommend Le Saint Elme based on the location and food. We ordered a simple lunch of fish and chips and a hamburger and both were fresh with good portions and excellent flavor.
Service was good in the typical European fashion - you'll generally be left alone to enjoy your meal and the atmosphere, so expect to actively reach out to the staff to order and for your bill (not a big deal, and it is nice to have as much time as you'd like to enjoy the location and view).
A perfect spot for an excellent lunch in Collioure! -

This is a great place to have a drink or coffee. Unfortunately we ordered the "Moules-frites" and they were not the best. I got the Catalan style muscles which come with a tomato-bell pepper-onion sauce, but it came out very watery and tasteless. The quality of the muscles were cheap too. The view is great, right on the beach and the servers are friendly.
